This report presents an analysis of capacity development at the intermediate level in Ghana. It seeks to contribute to knowledge on intermediate level capacity development which is an emerging theme for the successful implementation of WASH activities. Decentralisation pursued by developing countries has meant an increasing role for the intermediate level in the governance and delivery of WASH services. This article/report is the outcome of consultations held with national, regional and district level stakeholders. It also draws heavily on reports conducted in the sector on the same subject.
A key component of the activities of PLAN Ghana includes a holistic environmental sanitation programme which focuses on promotion of household latrines, effective wastewater management, refuse management and hand-washing. The organisation’s policy is underpinned by the fact that a combined effort in sanitation (involving excreta, refuse and wastewater management) and improved hygiene practice is essential if the overall objective of improved community health is to be realised.
The 'slippery patch' which is the last bit of project activities when project promoters start the rethinking of the project as a whole has three elements. Most community mobilisers come into confrontation with this slippery patch.

The ghana.watsan webpage is part of the Knowledge Management Initiative in the Ghanaian water and sanitation sector. The Knowledge Management Initiative is currently being spearheaded by the KM task Force, which oversees the Resource Centre Network. The Resource Centre Network is the implementing body of the KM initiative in Ghana. It is actively involved in supplying the ghana.watsan.net-site with useful content and making this easily accessible for the whole sector. We expect that this process will be finished in the beginning of 2006, by which time the website will be launched officially. Till that time, please consider this website as "under construction".
Under the WELL programme, TREND has developed Country Notes, which present the importance of water, sanitation and hygiene in reaching the various MGDs in Ghana.
